OpenAI and Anthropic Are Solving the Same Problem From Opposite Directions

Earlier this year Anthropic shipped agent teams inside Claude Code. Engineers got a team lead that spawns specialist agents, delegates tasks, coordinates parallel work, and lands changes without constant human supervision.
Yesterday OpenAI pushed Symphony to GitHub. One tweet. No blog post. Just a README, a spec, and within hours 4,000+ stars and a HackerNews front page.
Both are solving the same problem. Neither is solving it the same way. That difference is worth understanding.
The Problem Both Are Solving
Supervising a coding agent is a full time job.
You prompt it, watch it, catch the wrong turn at step 4, correct it, watch again, catch the next wrong turn. The agent is capable but you are the bottleneck. Your attention is the rate limiter on everything it can do.
The traditional AI coding workflow looks like this: developer prompts AI, reviews output, fixes problems, repeats. The agent is a tool. The developer is still doing the work of directing every step.
Both Anthropic and OpenAI identified this as the next problem to solve. What they disagree on is where the solution lives.
Anthropic's Bet: Inside the Tool
Claude Code swarm mode lives inside the development environment. You are already in Claude Code. You ask it to build something. Instead of one agent working sequentially, it spawns a team. A lead agent plans. Specialist agents execute in parallel. They share a task board, message each other, and coordinate without you managing the coordination.
The human stays in the loop at the approval level. You approve the plan. The agents handle execution. You review the result.
The philosophy is: keep the developer inside one tool, augment that tool with multi-agent capability, let the tool handle the orchestration invisibly.
The tradeoff is token cost. Running multiple agents in parallel burns 4 to 15 times more tokens than a single agent session. Power costs money. That is a real constraint for teams with budget limits.
OpenAI's Bet: Above the Tool
Symphony sits above the development environment entirely. It does not replace your coding agent. It orchestrates your project management board.
The architecture is different at the root. Symphony runs as a long-running daemon that monitors a Linear board for open tasks. When it finds eligible work, it spawns an isolated Codex agent for that specific task in a sandboxed per-issue workspace. The agent implements, runs CI, opens a PR, generates proof of work, and waits for human review. When accepted, it lands the PR safely.
The workflow shift is significant. Instead of prompting an agent to write code and open a PR, you move a ticket on a board. Symphony handles everything in between.
Engineers do not supervise the agent running. They manage the work at the board level. Approve tasks, review PRs, handle exceptions. The agent loop runs underneath without constant attention.
One detail worth noting: Symphony keeps the workflow policy in a WORKFLOW.md file inside the repository itself. Teams version the agent prompt and runtime settings alongside their code. The agent behavior is not hidden in some external configuration. It lives where the code lives.
The philosophy is: do not change how developers work inside their tools. Change how work flows into those tools. Sit above the project management layer and automate the handoff between planning and execution.
Why the Difference Matters
Anthropic's approach optimizes for the individual developer. One person, one tool, much higher output. The ceiling on what a solo developer can ship moves significantly when parallel agents handle execution while the developer handles decisions.
OpenAI's approach optimizes for the team. Symphony is built for engineering teams that already have a project management process. Linear boards, defined tasks, PR workflows. Symphony plugs into the process that already exists and automates the execution layer underneath it.
These are not competing products chasing the same user. They are different bets on where the leverage is in the development workflow.
Claude Code swarm mode asks: how do we make one developer dramatically more capable?
Symphony asks: how do we make the gap between a planned task and a merged PR as small as possible?
What Both Assume
Both assume the agent can be trusted to execute without supervision on most tasks. That assumption is doing a lot of work.
Current coding agents fail in ways that are hard to predict. They make confident wrong turns. They misinterpret requirements. They write code that passes tests but breaks in production. The failure modes are real and the teams building Symphony and Claude Code swarm mode know this.
We wrote about this trust problem early on in Claude Code Security. The human-in-the-loop argument does not go away just because the orchestration gets more sophisticated. It shifts from supervising individual actions to reviewing completed artifacts.
Symphony's answer is proof of work. CI status, PR review feedback, complexity analysis, walkthrough videos. The agent shows its work at every step. The human reviews artifacts not process. The spec is explicit: implementations must document their trust and safety posture. Some may target trusted environments. Others may require stricter approvals or sandboxing.
Claude Code swarm mode's answer is the approval gate. You approve the plan before execution begins. If the plan is wrong the execution does not start.
Different trust models. Both reasonable. Neither fully solved.
The Bigger Shift
UBS analyst Ryan MacWilliams called Symphony a glimpse into an AI-driven work future where agents operate within existing business processes rather than as standalone assistants. Atlassian is already being positioned as a natural integration target given its dominance in project management.
That framing reveals what is actually at stake. This is not a developer tooling story. It is a workflow automation story. The question is not which coding agent writes better code. The question is which architecture for human-agent collaboration becomes the default for how software gets built.
Anthropic sees the individual developer as the unit. OpenAI sees the team workflow as the unit.
Both are probably right for different contexts. The individual developer with Claude Code swarm mode ships faster. The team with Symphony ships more predictably. Those are different problems with different answers.
The interesting question is which context describes most of the software being built in 2026. And whether the answer is the same in 2028.
